Attorney General Signals Potential Charges Against A Plus in NSS Payroll Fraud Case



Ghana’s political landscape has been rocked by new revelations from Attorney General and Minister for Justice, Dr. Dominic Akuritinga Ayine, who disclosed that Gomoa Central MP, Kwame Asare Obeng—popularly known in entertainment and political circles as A Plus—may face prosecution over his suspected role in the National Service Scheme (NSS) ghost names scandal.


At a press conference held in Accra on Friday, June 13, 2025, Dr. Ayine shared updates on the deepening probe into financial misconduct within the NSS. He noted that A Plus is currently under scrutiny as investigators look into claims that he accepted payment in exchange for concealing information about the scandal.


“A Plus is being investigated regarding his connection to the NSS payroll irregularities,” said the Attorney General. “There are indications he might have been paid to stay silent on certain fraudulent activities. Whether he is prosecuted will depend heavily on his willingness to assist in identifying the key perpetrators behind the scheme.”


Dr. Ayine emphasized that if the MP cooperates fully and provides valuable testimony or evidence, prosecutors might consider leniency. However, a lack of collaboration could lead to formal charges being filed.


The NSS ghost names controversy centers around allegations that vast sums—over GH¢548 million—were siphoned off by falsely listing non-existent employees on the government payroll. This fraudulent practice has drawn national outrage and added pressure on government institutions to crack down on systemic corruption.


In a related development, the Attorney General confirmed that the legal process against Yagaba-Kubori MP and former Youth and Sports Minister, Hon. Mustafa Yussif, will move forward. According to Dr. Ayine, investigations into Yussif’s alleged involvement in the NSS scandal have concluded, and prosecutors are preparing to take the matter to court.


“We have completed our inquiries into Hon. Mustafa Yussif’s role and are set to initiate legal proceedings,” he announced.


The unfolding situation has raised serious concerns among the public, particularly because sitting lawmakers are now being implicated in what is shaping up to be one of the country’s most serious financial scandals in recent years. Anti-corruption organizations and civil society bodies have commended the Attorney General for taking a firm stance, urging the government to ensure that no one is shielded from justice.


With national elections approaching and the public mood increasingly hostile toward corruption and wasteful governance, these allegations are expected to become a flashpoint in political debates. The public will be closely watching how the government handles the matter, as it may influence voter confidence and trust in institutions.
