IMF welcomes GH¢1 fuel levy


The International Monetary Fund (IMF) has publicly welcomed Ghana's introduction of a GH¢1 per liter levy on petrol and diesel, effective July 1st, viewing it as a positive stride towards fiscal consolidation under its support program.


This new levy, formally known as the Price Stabilisation and Recovery Levy (PSRL), replaces two previous levies (the Sanitation and Pollution Levy and the Special Petroleum Tax). Crucially, the government and the IMF emphasise that this change is designed to be revenue-neutral. The primary aim is not to increase the overall tax burden on fuel immediately, but to simplify the tax structure and create a more predictable revenue stream for the national budget.


"The mission welcomes the authorities' revenue measures, including the implementation of the revenue-neutral fuel levy replacement," stated the IMF following its recent review of Ghana's $3 billion Extended Credit Facility program. The Fund sees this reform as critical for Ghana to meet its ambitious domestic revenue mobilisation targets, a cornerstone of the program aimed at restoring debt sustainability.


The IMF's endorsement underscores the levy's importance in Ghana's broader economic recovery strategy. Predictable revenue is vital for funding essential public services, managing debt, and rebuilding fiscal buffers without resorting to excessive borrowing. While the levy itself replaces existing charges, its structure is intended to provide greater stability for government planning.


However, the levy's introduction occurs against a backdrop of persistent inflation and cost-of-living pressures. Analysts note that any future adjustments to the levy rate, or underlying global fuel price increases, could still impact pump prices for Ghanaian consumers. The government maintains that the current design prioritises stability and predictability, aligning with the IMF-supported goal of achieving long-term fiscal health. The successful implementation and revenue performance of this simplified levy will be closely watched as Ghana continues its economic reform journey.
