ACCRA HIGH COURT REMANDS KWABENA ADU-BOAHENE IN EOCO CUSTODY FOR SEVEN DAYS

Accra, May 2, 2025 – The Accra High Court has ordered the remand of Kwabena Adu-Boahene, the former Director-General of the National Signals Bureau (NSB), into the custody of the Economic and Organised Crime Office (EOCO) for seven working days. The ruling, delivered on Friday, May 2, 2025, stems from unmet bail conditions and allegations of interference with a key prosecution witness in Adu-Boahene’s ongoing criminal trial.


The court’s decision follows a request by the Attorney General, Dr. Dominic Ayine, who claimed that Adu-Boahene attempted to influence a witness critical to the case. The prosecution argued that the remand was necessary to allow additional time to finalize witness statements, including one from a witness currently outside Ghana’s jurisdiction. Presiding Judge Justice John Eugene Nyadu Nyante, after reviewing an intelligence report in-camera, ordered the seven-day remand to balance due process with the integrity of the trial.


Adu-Boahene faces 11 charges, including stealing, conspiracy to steal, defrauding by false pretences, wilfully causing financial loss to the state, and money laundering. The charges relate to the alleged misappropriation of approximately GH¢49 million (around $7 million) from the NSB’s accounts, funds intended for a cybersecurity defense system. His wife, Angela Adjei Boateng, along with Mildred Donkor and Advantage Solutions Limited, are also charged in connection with the case. While Adu-Boahene’s wife and the third accused remain on their existing bail terms, Adu-Boahene himself was singled out for remand due to the interference allegations.

The case has drawn significant public attention since Adu-Boahene’s arrest on March 20, 2025, at Kotoka International Airport upon his return from London. The Attorney General alleges that Adu-Boahene, during his tenure as NSB Director from 2017 to February 2025, signed a $7 million contract with an Israeli firm, RLC Holdings Limited, for a cyber defense system. However, audits revealed that large sums were transferred to a private account at UMB Bank belonging to BNC Communications Bureau Limited, a company co-owned by Adu-Boahene and his wife, under the guise of payments for the system.

Defense counsel Samuel Atta Akyea challenged the prosecution’s claims, questioning the credibility of the intelligence regarding witness interference and arguing that his client lacked the capacity to influence proceedings. Akyea also requested that the seven-day remand include weekends to expedite the process, but the court clarified that the period would cover only working days, as the Attorney General’s office does not operate on weekends. Deputy Attorney General Justice Srem Sai supported the court’s stance, noting the need for sufficient time to prepare statements, particularly for the overseas witness.


The case has sparked debate, with some questioning whether the Attorney General and EOCO followed due process, particularly given the high-profile nature of Adu-Boahene’s arrest and the initial GH¢120 million bail demand, later reduced to GH¢80 million. Critics, including broadcaster Paul Adom Otchere, have suggested the possibility of internal power struggles or personal vendettas influencing the investigation. Meanwhile, EOCO’s ongoing probe has uncovered significant assets linked to the couple, including a 37-unit luxury apartment complex in Asokore Mampong, seven homes in Mayfair Estates, and a fleet of high-end vehicles, all currently under a freezing order.


The court has adjourned the case to May 13, 2025, for further directions. Adu-Boahene’s legal team expressed optimism about meeting the revised bail conditions, while the Attorney General’s office remains focused on ensuring accountability for the alleged financial crimes. As the nation awaits the next developments, the case continues to raise questions about transparency, due process, and the handling of high-profile corruption allegations in Ghana.
